As a Clinical Supervisor in the Preschool & Early Learning Division in the Department of County Human Services (DCHS), you will actively champion racial justice and equity within early childhood programs and systems at Multnomah County and in the community. You will serve as an advanced-level Project Manager leading early childhood mental health consultation initiatives, contractor oversight, and clinical supervision for Preschool For All (PFA) interns. Positions in this job profile lead projects and program operations from inception to completion—including planning, procuring, executing, and managing people, resources, and scope.
Working closely with Early Childhood Mental Health Services leadership and the Preschool and Early Learning Division(PEL) staff, you will ensure contract fidelity, manage project schedules and budgets, lead field operations, and address stakeholder and partner needs across early childhood education systems.
Primary responsibilities include
- Oversee the end-to-end project lifecycle, from inception through successful completion. Responsibilities include strategic project planning, partnership cultivation, establishing critical path timelines, and rigorous oversight of task execution. Act as the primary lead for monitoring project performance against objectives, facilitating cross-functional communication and stakeholder engagement, managing resource allocation, and ensuring strict adherence to project scope, budget, and deliverables.
- Lead the project lifecycle for student intern placements and clinical workflows, from initial planning and scope definition to execution and monitoring. Develop comprehensive project plans, establish clear milestones and deliverables, and maintain rigorous scheduling to ensure program objectives are met.
- Provide day-to-day supervision, mentorship, and clinical consultation to the team. Lead performance management, conduct regular reflective supervision, and ensure adherence to clinical hour requirements. Prioritize, assign, and review intern work to align with program goals, while proactively managing performance and supporting professional skill development.
- Conduct on-site field observations at PFA preschool sites to provide targeted coaching, clinical guidance, and strategic goal setting. Evaluate program operations and activities, recommending structural improvements and policy modifications to enhance service delivery and programmatic compliance.
- Architect and revise work processes, service delivery strategies, and training frameworks. Build targeted strategies for prevention and treatment services, ensuring all initiatives are grounded in evidence-based practices.
- Proactively identify project and placement risks, developing and implementing contingency plans. Create and maintain robust project documentation to ensure transparency and continuity.
- Analyze federal, state, and local regulations to ensure strict programmatic compliance. Prepare operational reports and data-driven analyses to inform leadership of project status and resource needs.
- Serve as a primary representative on committees, interagency task forces, and community outreach initiatives. Manage sensitive inquiries, investigate complaints, and provide expert guidance to partners, stakeholders, and the public, facilitating consensus and resolving complex operational challenges
- Provide strategic oversight for early childhood mental health service contracts, driving partner collaboration through structured governance and routine performance alignment meetings.
- Direct project budget administration by tracking, analyzing, and forecasting operating expenses to guarantee strict compliance with contract terms and resource allocation models.
- Lead cross-functional program execution and service delivery monitoring across community partners, auditing service agreements to enforce fidelity and support data-driven quality improvement.
- Evaluate service implementation against established early childhood mental health and PBIS frameworks (e.g., Pyramid Model, The Incredible Years, Circle of Security Parenting) to maintain high delivery standards.
- Synthesize operational data and key performance indicators (KPIs) to drive annual contract optimizations, operational efficiency, and programmatic enhancements.
- Partner with the PEL Inclusion Team and external stakeholders to facilitate strategic planning sessions, optimizing multi-tiered prevention workflows across initiatives.
- Analyze federal, state, and local regulatory frameworks to ensure operational compliance, benchmark industry best practices, and implement policy recommendations.
- Gather multi-stakeholder feedback to iteratively refine referral tracking systems, ensuring efficient care-coordination and consultation workflows for PFA children, families, educators, and partners.
Key Knowledge & Experience
- Advanced knowledge of best practices in early childhood education (0 - 5 years of age) and preschool quality, including instructional and inclusion practices for children with delays, disabilities, and other specific needs related to social and emotional learning and behavior.
- Advance knowledge of Early Intervention/Early Childhood Special Education services and systems for children ages 0-5
- Advanced knowledge of early childhood education settings (0 - 5 years of age) , systems, and structures, including early childhood intervention.
- Advanced ability to identify and address personal biases.
- Advanced knowledge and skill in advancing racial justice, understanding how systems of oppression intersect, and applying an equity lens in policy and programming processes.
- Familiarity with best practices in Infant & Early Childhood Mental Health and evidenced based models of care; skills in fidelity monitoring
- Skills in clinical supervision, recruiting, hiring and team development, and managing conflict.
- Strong computer/technical skills including comfort with Google applications.
- Experience with program data collection and analysis including use of electronic databases.
- Ability to represent Multnomah County’s Preschool and Early Learning Division and Preschool For All and establish and maintain professional communication, exercise and maintain tact, discretion and judgement in stressful or political situations.
- Demonstrates openness to growth and change, social responsibility, and contributes to a trauma-informed work culture.
- Able to provide individually responsive, trauma informed care and hold each other and yourself accountable to respecting all individuals within PEL, our clients and our community stakeholders.

To Qualify

Minimum Qualifications/Transferable Skills
- Master’s degree in behavioral health or related field
- Three (3) years of experience in the provision of infant/early childhood mental health services.
- Two (2) years licensed clinical experience
Required Knowledge, Skills, and Abilities (KSAs)
- Clinical licensure (e.g., LCSW, LPC, LMFT)
Preferred Position Qualifications
- Two years of supervisory experience in mental/behavioral health or early childhood settings.
- Three years providing IECMH Consultation services.
- Experience with electronic health records.
- Experience with grant funding and reporting.
- Infant/Toddler Mental Health Certificate and/or Infant Mental Health Endorsement.
