Construction Manager

Copper River Technologies is seeking an experienced Construction Manager to support construction, renovation, and facility modernization projects for NAVFAC Mid-Atlantic in Philadelphia, Pennsylvania. The Construction Manager will serve as the Government's technical representative during construction, providing quality assurance, contract administration support, safety oversight, and project management expertise to ensure projects are completed safely, on schedule, within budget, and in accordance with contract requirements. This position requires extensive knowledge of federal construction practices, NAVFAC quality management procedures, and construction contract administration. Responsibilities (include but are not limited to): Provide construction management oversight for multiple federal construction projects from pre-award through project closeout. Review construction drawings, specifications, Requests for Proposal (RFPs), and contract documents for constructability and compliance. Conduct routine site inspections to monitor construction progress, workmanship, quality, and contractor compliance. Coordinate and attend pre-bid conferences, preconstruction meetings, quality control meetings, partnering sessions, schedule reviews, and final inspections. Review contractor submittals, schedules, quality control plans, environmental protection plans, accident prevention plans, and Activity Hazard Analyses (AHAs). Monitor contractor Requests for Information (RFIs), recommend technical solutions, and coordinate responses with designers and Government stakeholders. Ensure contractor compliance with NAVFAC quality control requirements and the Three-Phase Quality Control Process. Review contractor schedules, invoices, progress payments, retainage recommendations, and contract modifications. Prepare technical reports, project status updates, independent government estimates (IGEs), and documentation supporting Contracting Officer decisions. Support contract closeout activities, including punch lists, warranties, Operations & Maintenance (O&M) manuals, DD Form 1354 documentation, and as-built drawings. Mentor junior construction personnel and participate in continuous process improvement initiatives. Perform additional duties as assigned.
