Lead level (3rd level) Emergency Management Specialist, working independently on high level emergency management projects and program administration.

Job Description

Overview

The Emergency Management Specialist III leads and guides emergency management program areas. Oversees program improvement and implementation, makes recommendations for process streamlining, and provides support and direction to the Emergency Management Specialists team.

Essential Functions

1 Develops and coordinates various emergency management, crisis response, recovery, and mitigation projects as assigned.

2 Serves as an administrator for specific emergency management programs and initiatives.

3 Oversees the development and execution of emergency management related training and exercise materials.

4 Reviews and analyzes emergency management plans and procedures and develops new plans and procedures, as appropriate.

5 Makes recommendations for procedural revisions; evaluates Emergency Operations Center activations and suggests improvements.

6 Acts as a subject matter expert for emergencies and large-scale special events, often during non-business hours, and serves as an escalation party of unclear instructions or situations.

7 Provides input, reviews, and updates the City of Dallas Multi-Year Training and Exercise Plan.

8 Performs other work as needed or assigned.

Minimum Qualifications

Education

Bachelor’s degree in public administration, emergency management, security management, public safety, crisis/risk management, homeland security or a closely related field.

Experience

Five (5) years of experience in disaster or emergency management, public safety, public administration, political science, homeland security, or a related field.

Licenses and Certifications

• State of Texas Class C driver's license and good driving record.
• Certified Emergency Manager (CEM) is highly preferred.

Equivalency

A bachelor's degree or higher in a non-specified field plus seven (7) years of the required experience will meet the education and experience requirements.

Other Requirements

Must pass background investigation and drug test.

No Felony or Class A Misdemeanor convictions.

No Class B Misdemeanor convictions within the last ten (10) years.

No family violence convictions.

Cannot currently be on deferred adjudication for any Felony, Class A, or Class B Misdemeanor.

Availability for varying shifts, nights/weekends/holidays.

Working conditions include exposure to inclement weather.

Must be available for 24/7 emergency field response, including nights and weekends.

Knowledge, Skills, and Abilities

• Excellent knowledge of local, State, and Federal operating mandates and procedures for emergency management.
• Knowledge of City policies and procedures regarding emergency management.
• In depth expertise in emergency response methods, techniques, and practices.
• Knowledge of resources available for disaster response.
• Advanced skill in engaging with various outreach and communication efforts.
• Ability to analyze and interpret plans and procedures and make recommendations.
• Superior skill in identifying details in disaster and emergency response and evaluating plans.
• Advanced ability to lead the activities of agencies and organizations in emergency response situations.
• Ability to communicate effectively and deescalate in stressful situations.
• Excellent skill in written and verbal communication.

Salary Range

$70,075.20 - $87,609.60

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
