ENGINEERING MANAGER, P.E.(Waste & Recycling Division)Must have the physical, developmental and mental ability to perform job tasks, work efforts, responsibilities and duties of the job illustrated below: MAJOR FUNCTIONS Actively participates in maintaining the Waste & Recycling Division’s exceptional performance level by meeting and/or exceeding job requirements and customers’ (internal and external) expectations coupled with a positive attitude, unparalleled ethical behavior, and unquestionable work ethic.Responsible for the management and coordination of the Waste & Recycling & Division engineering staff work efforts. Coordinates the daily efforts of the engineering section and directs the work load of the staff. Responsible for ensuring proper technical support to the customer service and operations sections of the Division, provides recommendations to the Solid Waste Director, and provides engineering supervision over all construction, engineering and operational projects.Responsible for identifying opportunities for process improvement, facilitating collaborative problem solving with stakeholders, and implementing related changes.ILLUSTRATIVE DUTIES Responsible for planning, coordinating and overseeing of all Waste & Recycling Division projects. Supervises the studies, planning, design and construction of various solid waste facilities and activities that may include, but not be limited to: transfer stations, landfill cell expansion, landfill closure, leachate management, financial assurance estimates for closure, resource recovery, landfill gas management, storm water management, septage management, utilities, groundwater monitoring, landfill volumetric determinations and life expectancy, landfill cover requirements, liners and erosion control systems.Schedules and provides design and overall project supervision to meet project completion date and approved budget. Reviews and directs the work of consultants, subordinates and others as needed. Implements and incorporates best management practices into landfill designs and practices. Oversees collection of data, information and related project matters used in the preparation of project reports, budget preparations, and cost analyses.Responsible for determining engineering personnel needs, assigning tasks, supervising staff, and estimating budget requirements. Plans and acts on administrative and personnel matters and functions of assigned staff. Conducts and/or attends staff conferences/meetings. Prepares, and supervises preparation of, reports and applications for State and Federal permits.Responds to, meets with, and answers inquiries from the public. Acts as liaison with other public, municipal, county, State and Federal environmental and engineering agencies in developing assistance, information, and resources for specific projects or inquiries.
