The OCM specialist will support an integrated Program Management Office responsible for coordinating transformation initiatives across a variety of technologies and service areas. This position will integrate change management into the broader transformation program through stakeholder engagement, change-impact analysis, communications, training, readiness assessment, and adoption measurement.Responsibilities:• Develop and execute an integrated organizational change management strategy aligned with OCIO transformation objectives.• Conduct stakeholder analyses, change-impact assessments, organizational readiness assessments, and adoption-risk evaluations.• Identify how organizational, process, governance, workforce, and technology changes will affect stakeholder groups across the OCIO and field.• Develop stakeholder engagement plans tailored to OCIO leadership, technical teams, business functions, field personnel, and mission partners.• Create and maintain the program’s OCM plan, communications plan, stakeholder map, change-impact log, readiness assessments, and adoption metrics.• Develop clear, audience-specific communications, including leadership messages, announcements, presentations, talking points, FAQs, and workforce updates.• Coordinate with project and program managers to embed OCM activities, milestones, dependencies, and risks into integrated project schedules.• Assess training needs and support development of training plans, job aids, playbooks, toolkits, and other workforce-enablement materials.Qualifications:Required:• U.S. Citizenship required • Ability to obtain DHS EOD Public Trust• BS/BA + 10 years or equivalency (AA + 12 years of experience, MS + 7 Years of experience or no degree + 16 years of experience)• &nb...
