Europe drought cuts Rhine and Danube freight flows

Record-low river levels are disrupting freight on the Rhine and Danube and pressuring power operations.

Why it matters: The Rhine-Danube corridor is a major inland freight route for Europe, so low water can quickly raise shipping costs and slow deliveries. The same river stress is also reaching power plants that rely on cooling water, adding operational risk for utilities and industrial users.

Europe's drought is squeezing two of its most important river corridors at once. On the Rhine and the Danube, water levels have dropped so low that freight movement is getting harder and power operators are watching river cooling conditions closely.

The European Drought Observatory said persistent alert and warning conditions and low river flows intensified in late June and July across much of Europe, including parts of Germany, Austria, Hungary, Romania, France and the UK. The stress has carried into August, tightening conditions on the Rhine-Danube corridor, a key inland freight route spanning multiple countries.

AP reported Aug. 2 that the Rhine in Cologne fell below its previous record low from October 2018. AP also reported Aug. 3 that Danube levels in Budapest were around 10 cm, below the river's previous all-time low of 33 cm set in 2018. Those readings matter because barges are a core part of Europe's inland logistics network, and shallow water can reduce cargo loads or force operators to reroute shipments.

The energy impact is also real. AP reported July 31 that Hungary's Danube-dependent Paks nuclear plant was bracing for a full shutdown as the river hit record lows. That makes the drought more than a transport problem: when river levels fall this far, power plants that depend on steady cooling water can face operational constraints.

The scale of the system is large. The European Commission says inland waterways extend over 45,000 km in Europe and employ more than 41,000 people, leaving a broad footprint across shippers, operators and industrial supply chains. For now, the European Commission's Oil Coordination Group said there is no immediate supply problem, suggesting officials do not see a continentwide fuel shortage even as river logistics tighten.
