Ukraine is ready to join a technical meeting with Russia and the United States by late October, President Volodymyr Zelenskyy said on October 4, 2026. He said Ukraine had notified U.S. negotiators the previous day and was awaiting Moscow's response, according to Al Jazeera.

The account is Zelenskyy's. Anadolu separately reported his description of a U.S.-proposed technical-level meeting. Neither Washington nor Moscow has publicly confirmed the proposal in the cited reports.

A technical meeting would be an initial session for working-level officials, not a leaders' summit. Zelenskyy said the UAE could host it, while Washington could propose another venue, according to the reports above.

The UAE hosted earlier Russia-Ukraine talks on January 23-24 and February 4-5, 2026. A September 24 Axios report described the U.S. effort as linking three steps: an energy-infrastructure ceasefire, reopening the Black Sea grain corridor and a U.S.-Ukraine-Russia meeting. Those were reported objectives, not an announced mandate or agreed scope for the proposed meeting.

Axios also reported that Dmitry Peskov said in September that a three-country meeting had been discussed by President Donald Trump and President Vladimir Putin. The report said Moscow viewed conditions as unsuitable for renewed high-level talks and wanted the conflict's underlying causes addressed. The effort followed September meetings involving Steve Witkoff and Jared Kushner with Putin in Moscow and Zelenskyy in Kyiv, according to the same report. No Russian commitment, date or agreed scope has been announced.
