PURPOSE OF CONSULTANCY
ABOUT PAHO
The Pan American Health Organization (PAHO), through the Department of Evidence and Intelligence for Action in Health (EIH), supports Member States in strengthening the production, management, analysis, dissemination, and use of health data and statistics for population health monitoring, policy development, planning, and decision-making.
Reliable, timely, complete, and comparable health indicators are essential for monitoring population health and health inequalities, identifying emerging trends and data gaps, assessing progress toward national, regional, and global commitments, and supporting evidence-informed decision-making.
PURPOSE
The purpose of this consultancy is to collaborate in the production, quality, analysis, and dissemination of annual core health indicators based on civil registration and vital statistics. Within this context, PAHO seeks to establish a roster of experts who may provide specialized technical support in health indicators, health statistics, population health monitoring, data quality, civil registration and vital statistics (CRVS), data analysis, and related areas.
DESCRIPTION OF DUTIES
RESPONSABILITIES
Under the overall supervision of the Chief or Unit Head of Information System and Digital Health Unit (IS) within the Department of Evidence and Intelligence for Action in Health (EIH), and the technical supervision of the responsible technical officer, experts selected from the roster may be requested to contribute to the following functions, according to their area of expertise:
- Contribute to the assessment and prioritization of health information and indicator needs, including review of existing indicator frameworks, national and international reporting requirements, policy priorities, data availability, reporting burden, and opportunities for harmonization and rationalization of indicator sets.
- Assess the availability, completeness, timeliness, consistency, validity, and comparability of data used to produce health indicators, including data derived from CRVS, routine health information systems, disease surveillance systems, administrative records, population estimates, and other relevant national and international sources.
- Contribute to data-quality assessments of health indicators and underlying data sources at national and subnational levels, identifying methodological, statistical, operational, and reporting issues and proposing feasible priority actions for improvement.
- Support to the development and application of methodologies for assessing completeness and quality of vital statistics, including birth and death registration, cause-of-death information, under-registration, ill-defined causes, and other relevant measures of CRVS performance and data quality.
- Analyze Core Health Indicators and related health statistics to identify trends, inequalities, geographic patterns, data-quality issues, unusual changes, and other findings relevant to population health monitoring and public health decision-making.
- Contribute to the design, review, adaptation, or technical validation of guidance, frameworks, standard operating procedures (SOPs), glossaries, technical specifications, methodological manuals, data dictionaries, validation rules, checklists, templates, and other technical documentation supporting standardized health indicator production, management, reporting, and dissemination.
- Assist in the development and implementation of monitoring frameworks for routinely assessing health data and indicator performance, including the definition of quality criteria, monitoring measures, review mechanisms, and processes for using assessment findings to guide improvements.
- Provide analytical reports, data-quality status reports, country profiles, regional profiles, technical briefs, methodological reports, presentations, and other products that synthesize indicator findings, trends, inequalities, methodological considerations, data limitations, and priority areas for action.
- Develop communication and visualization products supporting the dissemination and use of Core Health Indicators, including charts, dashboards, infographics, country profiles, comparative analyses, interactive visualizations, and other products tailored to technical, policy, and general audiences.
- Support in technical consultations, expert working groups, regional and country meetings, workshops, webinars, and capacity-building activities related to health indicators, health statistics, data quality, CRVS, population health monitoring, and data use.
- Prepare or contribute to agendas, technical presentations, exercises, training materials, case studies, facilitator materials, meeting documentation, and follow-up actions for technical cooperation and capacity-building activities.
- Support the identification, documentation, and exchange of good practices and lessons learned related to indicator production, data-quality improvement, metadata management, statistical dissemination, and the use of health information for decision-making.
CONSULTANT PROFILE
Education
Required: Bachelor’s degree from a recognized university in public health, epidemiology, statistics, biostatistics, demography, population studies, health information systems, economics, data science, or another relevant discipline related to health statistics and population health monitoring.
Preferred: Master's degree or PhD in public health, epidemiology, biostatistics, statistics, demography, population health, health information systems, health metrics, data science, health economics, or related discipline.
Experience
Required
- At least seven (7) years of professional experience in health statistics, health indicators, epidemiology, population health monitoring, civil registration and vital statistics, health information systems, data analysis, or another closely related field.
- Demonstrated professional experience in production, analysis, interpretation, validation, or dissemination of health indicators and CRVS performance indicators using national, subnational, regional, or international health data.
- Demonstrated experience assessing data quality, including criteria such as completeness, timeliness, consistency, validity, accuracy, coverage, comparability, or coherence across data sources and time.
- Demonstrated experience working with multiple health and population data sources, such as CRVS, population censuses, household surveys, routine health information systems, surveillance systems, administrative data, population estimates, or international statistical databases.
- Demonstrated experience interpreting health statistics and translating analytical findings and methodological considerations into clear technical conclusions and practical recommendations.
- Experience contributing to multidisciplinary technical working groups, expert consultations, national or regional meetings, or similar collaborative processes.
- Experience with civil registration and vital statistics systems, including assessment of birth and death registration completeness, mortality indicators, cause-of-death statistics, or CRVS performance and data-quality monitoring.
- Experience contributing to the development, review, or implementation of indicator frameworks, technical specifications, metadata, methodological guidance, SOPs, data-quality frameworks, analytical reports, or statistical publications.
- Experience conducting international or subnational comparative analyses and assessing methodological differences that may affect the comparability of health indicators.
- Experience providing technical cooperation, training, or capacity-building support to ministries of health, national statistical offices, civil registration authorities, or other national institutions.
- Experience or international and national health information initiatives, international statistical standards, and regional and global health monitoring frameworks will be considered an asset.
Languages
Required: Very good written and spoken knowledge of English and/or Spanish, with working knowledge of the other language.
Preferred: Working knowledge of French and/or Portuguese will be considered an asset.
Skills
- Strong technical knowledge of health indicators, health statistics, population health monitoring, and health information systems, including the relationship between indicator definitions, data sources, methods, data quality, interpretation, and use.
- Knowledge of indicator development and metadata standards and health data-quality concepts and methods, including assessment of completeness, timeliness, consistency, validity, accuracy, coverage, and comparability.
- Knowledge or demonstrated experience with CRVS and mortality statistics, including birth and death data, population denominators, and maternal and child mortality indicators.
- Ability to work with multiple data sources and identify discrepancies, methodological differences, data gaps, breaks in time series, and other issues affecting indicator interpretation and comparability.
- Ability to analyze health indicators over time and across populations, countries, territories, and geographic areas and synthesize findings into technically sound and actionable conclusions.
- Ability to assess indicator and information needs and contribute to the prioritization and harmonization of indicator sets in accordance with policy, monitoring, and reporting requirements.
