Hiring range for a US-based candidate is $80,000.00. Compensation for this position will be determined by the prevailing market rate in the employee's country* and the applicable statutory laws, in addition to Ipas's own pay philosophy and other factors, such as the employee's experience level and expertise. *This position may work remotely from any of the following countries outside of the US: Bangladesh, Bolivia, Democratic Republic of the Congo, Cote d’Ivoire, Ethiopia, Indonesia, Kenya/Alliance locations, Malawi, Mexico, Mozambique, Nepal, Nigeria, Pakistan, South Africa, and Zambia.The Procurement Officer plays a key role within the Network Procurement Team, supporting efficient, compliant, and value-driven procurement across Ipas country offices. This role is responsible for collaborating with nodes on procurement processes, ensuring alignment with Ipas policies and donor requirements, and strengthening procurement planning, execution, and documentationThis role contributes to improving procurement efficiency and effectiveness by reviewing workflows, identifying bottlenecks, and recommending process enhancements. The role also supports procurement planning, cost management, and risk mitigation through market analysis, supplier due diligence, and implementation of appropriate sourcing strategies. Working collaboratively with country and service nodes and business support functions, including the Accounts Payable team, the Procurement Officer helps ensure timely, compliant, and audit-ready procurement actions across the networkPrimary ResponsibilitiesProcurement Process OptimizationReview procurement workflows across nodes to identify inefficiencies and bottlenecks, and recommend process improvements.Develop and refine standardized procurement tools, templates, checklists, and guidelines to promote consistency and audit readiness in alignment with Ipas and donor requirementsStrengthen solicitation and contracting practices to enhance overall procurement efficiency and effectiveness.Risk Management & Due DiligenceConduct or support supplier review on the Amber Road platform and due diligence, including documentation reviews, compliance verification, and risk assessments.Identify procurement risks and support implementation of mitigation strategies across sourcing and contracting processes.Procurement PlanningSupport the development, reviewing, and updating of annual and project-specific procurement plans aligned with program timelines and budgets.Monitor procurement plan implementation and recommend corrective actions to address delays or risks.Capacity BuildingProvide guidance and training to node teams on procurement policies, guidelines, standard operating procedures, and best practices.Support the implementation of procurement systems or digital tools where applicable across the Ipas procurement process to enhance timely, cost-effective, and sustainable procurement outcome.Operational Procurement SupportProvide end-to-end procuremen...
