The Oregon Department of Corrections (DOC) is seeking a highly skilled and mission-driven Security Threat Manager to join its leadership team. Opportunities are available for permanent placement, work out of class and/or job rotation.
Current openings are primarily located in the Northern region of the state, with the possibility of future opportunities on the west side. This position requires regular travel throughout the state and may involve frequent travel between correctional facilities and other DOC locations.
Employees applying for a job rotation or Work-out-of-Class opportunity must obtain and submit approval from their current supervisor as part of the application process. Supervisor approval is required prior to being considered for a job rotation or Work-out-of-Class assignment.
These positions are management service; these positions are not represented by a labor union. This position may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.
About the Job – Your Role
- As the Security Threat Manager, you will be a representative of the Chief of Security during emergencies, emergency preparation and mitigation, management of anticipated threats to the public, employees, and adults in custody at facilities within the Oregon Department of Corrections.
- You will provide enhanced supervision and case management for Adults in Custody (AICs) who have a demonstrable history of or have been identified as being prone to behaviors that threaten or attempt to threaten the safety, security, and orderly operations of ODOC facilities, as well as the safety of staff, visitors, and other AICs.
- You will maintain regular contact with assigned AICs to assess their willingness and ability to comply with ODOC’s written and verbal rules, policies, and expectations. Based on departmental needs and institutional safety concerns, you will issue appropriate restrictions and program modifications. Additionally, you will facilitate AIC transfers within ODOC facilities and make recommendations to Special Population Management for ICOM placements as necessary.
- You will work closely and effectively with the Office of the Inspector General, Headquarters Administration, Functional Unit Managers and functional unit administration and staff.
- You will be expected to travel to all facilities as necessary to assist with security threat management and imminent or active emergency incidents.
- You will be expected to assist with Emergency Preparedness drills, exercises, and evaluations.
- You will plan, facilitate, and assist with targeted contraband searches and intelligence gathering at all ODOC facilities and functional units.
Minimum Qualifications
- Three (3) years of experience in the Oregon Department of Corrections in a security setting where primary duties were the care and custody of Adults in Custody. One (1) year of the experience must have been at the level of a Sergeant in a correctional system AND
- Be able to obtain, within one year, an Oregon Department of Public Safety Standards and Training (DPSST) Correctional Certificate OR a Correctional Certificate.
Requested Skills
- Ability to gather, analyze, and document information related to criminal or administrative activity, including conducting interviews, collecting evidence, evaluating records, and developing investigative reports.
- Experience identifying, documenting, and disseminating security threat related intelligence, including monitoring mail, electronic communications, and movement
- Experience in providing structured supervision and targeted case management to high-risk AICs, including authoring and maintaining individualized management plans.
- Deep understanding of ODOC operations, policies, and procedures related to maintaining order, managing incidents, and responding to disturbances.
- Experience as a trainer.
- Strong written and verbal communication skills, including the ability to produce accurate, clear, and concise investigative reports and deliver briefings to leadership and multidisciplinary teams.
- Thorough knowledge of emergency preparedness and emergency response operations and management and ability to mentor facility leadership in emergency response processes.
- Ability to provide consultative guidance to institution leadership regarding elevated risk offenders, potential facility disruptions, and strategic safety planning.
- Sound judgment in placing behavioral-based restrictions and incentives on AICs, based on thorough evaluation and agency guidelines.

- Must be a current employee of the Oregon Department of Corrections (ODOC) or Oregon Corrections Enterprises (OCE), excluding contract workers.
- Must possess a valid, current driver’s license.

Work Location and Travel

Travel may include frequent driving and air travel both within and outside of Oregon.
Working Conditions
This position requires work within secure adult correctional facilities and may involve interaction with adults in custody who are angry, hostile, aggressive, or verbally or emotionally abusive. Employees may encounter verbal abuse, harassment, threats of violence toward themselves or their family members, and exposure to illegal or hazardous substances.
The position may involve situations in which an employee encounters physical resistance or other potentially dangerous behavior. Such situations may result in personal injury, being taken hostage, or, in rare circumstances, death. Employees must be prepared to respond appropriately to potentially volatile and high-risk situations.
The employee may be subject to recall or call-back 24 hours a day in the event of an emergency and may be required to work irregular schedules, extended hours, or additional hours as operational needs require.
As a member of the management team, the employee will routinely handle sensitive and confidential information, conversations, and documentation. The employee must exercise sound judgment and maintain strict confidentiality regarding information obtained through their position.
