The new arrests come after a late-July surge in which about 72,000 migrants swam or climbed into Ceuta, according to AP, fueled by economic hardship and false online rumors about an open border. AP also reported more than 80 deaths in that surge, based on official tallies.

Moroccan authorities have also moved against alleged facilitators. On Aug. 7, seven Moroccan taxi drivers were sentenced in Tetouan to prison terms and fines for aiding irregular migration tied to the Ceuta surge, AP reported.
